Caveat: I was a regular recipient of caning when I was in school in Kenya and I will say that it DID NOT stop me from trying to impress my friends with pranks.

Well, the same way they solve every education crisis round these parts – CLOSE THEM DOWN INDEFINITELY! (They love that word ‘indefinitely’ – it just means they can all have a jolly nice long holiday and will reopen if and when they ever feel like it!) This is favourite sport over here.
