San Jose, Costa Rica is a poor city. One with no street signs and no identifiable numbers on houses and apartments. The mailman has to go on a mission every day to try and find the recepient of the letter. Not only that but emergency response teams, cab drivers, utility workers, and delivery people have to spend a ridiculous amount of time knocking on door to door trying to figure out exactly where they are supposed to be. A recent study showed that it took local mail to be delivered within 9 days and out of 5 letters only one would reach it's recipient because the directions are ridiculously hard to try to figure out.
