While some in Pennsylvania were seeking to lessen the penalties against teens for "sexting", there were others that wanted to criminalize it. The argument for criminalization was at least partially grounded in giving adults in authority the ability to use the threat of criminal charges as a deterrent in the battle against teens engaging in this risky behavior in the first place.
It is impossible for parents to protect their kids from every danger out there. Like anything else, the dangers of being exploited by adult sexual predators, or each other are best combated with education. While spyware and parental controls may help to prevent problems from occurring in the first place, getting them does not remove the need to discuss the proper use of technology with children.
